I called to ask about getting a rough idea of cost to enclose a garage, was told to send pictures, then was told they don't schedule estimates unless you already have HOA approval and/or drawings from an architect. That may be their process, which is fine, but it should be made clear upfront. Why ask for pictures if the answer is ultimately
